Paddington South Masterplan Liverpool Consultation Now Live

Liverpool City Council, in partnership with the University of Liverpool, is launching a major public consultation on Paddington South, one of the most significant future innovation and public realm developments planned for the city.
The scheme forms part of the wider Knowledge Quarter vision and aims to accelerate Liverpool’s life sciences and innovation sectors while creating a vibrant new neighbourhood with improved connectivity and enhanced green space for the local community.
Councillor Nick Small, Liverpool City Council’s Cabinet Member for Growth and Economy, said: “Paddington South is a once-in-a-generation opportunity to transform a key part of the city’s Knowledge Quarter, creating jobs, supporting innovation and delivering exceptional public spaces.
“These are ambitious plans which will help cement Liverpool’s Knowledge Quarter as one of the leading areas of innovation in Europe.
“We encourage everyone to take part in the consultation and help shape the masterplan before plans progress further.”
University of Liverpool to Anchor Site with £111m AIM-HI Facility
Professor Richard Black, Provost and Deputy Vice-Chancellor at the University of Liverpool, added: “Paddington South is a really exciting opportunity to transform a former brownfield site into a vibrant research and innovation cluster, creating jobs and boosting the regional economy.
“At the heart of these plans is a new £111 million University of Liverpool facility for chemical sciences, which will house a new AI Materials Hub for Innovation (AIM-HI).
“AIM-HI will position the Liverpool City Region and the UK as a global leader in AI-driven materials research, development, and innovation, and will play an important part in the Government’s Industrial Strategy and the City Region Combined Authority’s Growth Plan.”
The proposed masterplan includes a series of development plots that could accommodate research and development facilities, laboratories and workshop spaces designed to support the city’s growing innovation economy.
Enhancing Green Space and Connectivity in the Knowledge Quarter
The development would also retain and improve green space for community use, while increasing biodiversity across the site by at least 10 per cent.
New multi-functional green areas are expected to provide spaces for relaxation, recreation and community activity.
Improving connectivity is another key focus of the scheme, with plans to introduce safe and accessible active travel routes, strengthen pedestrian and cycling links, and re-establish Crown Street as a key route connecting the area to the wider city.
The masterplan also proposes new high-quality buildings alongside a redesigned and greener Grove Street corridor.
The consultation will run from Monday, 9 March until Sunday, 19 April.
Members of the public can view the proposals, access visual materials and submit feedback via the project website.
Public events will also be announced as part of the engagement process to help gather community views before plans progress further.
