North Liverpool Active Travel Plans Move Forward as Design Contract Awarded for Key Corridors

A major transformation of the transport network in north Liverpool is moving into its next phase as the city council secures the professional expertise needed to redesign key commuter corridors.
Liverpool City Council has approved the award of a contract for preliminary design work to support major active travel improvements across the Vauxhall and Greatie corridors.
Following a competitive process, a design consultant has been appointed to lead the next 48 weeks of development for the Transport for the City Regions (TCR) programme.
This phase will focus on creating detailed proposals to improve walking, wheeling, cycling, and public transport infrastructure across several wards.
The Vauxhall/Greatie programme is set to deliver a comprehensive package of changes.
These include the installation of new segregated cycle facilities, the creation of safer and more accessible junctions, and the upgrading of bus stops.
A significant part of the project involves the removal of pedestrian subways at St Anne Street’s junctions with Juvenal Street and Mansfield Street, replacing them with more accessible surface-level crossings.
Investment in Sustainable Connectivity
The work is supported by long-term Government investment through the wider TCR programme.
In June 2025, £1.5 billion of funding was confirmed for the Liverpool City Region for the period 2027–28 to 2031–32.
This initial design phase is being funded by £2.4 million of pre-development funding accepted by the council in late 2025.
The multi-disciplinary design team will handle everything from civil engineering and street lighting to transport planning and project management.
Crucially, they will also lead early engagement with local stakeholders and residents to ensure the community’s voice is heard as the schemes take shape.
Councillor Dan Barrington, Cabinet Member for Transport and Connectivity, said:
“This contract award is an essential step in moving the Vauxhall and Greatie active travel programme forward.
“By investing in high-quality design work now, we can develop schemes that make it easier and safer for people to walk, wheel, cycle and use public transport, while also improving the condition and appearance of key routes across north Liverpool.
“These improvements will help support healthier neighbourhoods, better connectivity and a more sustainable transport network for local communities.”
Delivering Social and Environmental Value
The procurement of the design contract included a strong emphasis on social value.
The appointed team has committed to providing careers support for local schools, volunteering with community organisations, and supporting skills development.
Environmental and equality assessments indicate that the programme will offer wide-ranging benefits, from improved air quality to safer, more inclusive streets that support better health and wellbeing for residents in Brownlow Hill, Everton West, Kirkdale, and Vauxhall.
Further funding approvals will be sought as the project transitions.
