Liverpool City Council Set to Approve 7,000 New Homes for Pumpfields and Limekilns

Liverpool City Council is set to publish a clear, long-term vision to guide regeneration and development, one of the city centre’s most important growth areas. 

The Pumpfields and Limekilns Supplementary Planning Document (SPD), which is set for approval at the Council’s Cabinet meeting on Tuesday, 24th February, provides a formal framework to ensure new investment supports high-quality housing, sustainable transport, and vibrant, mixed-use neighbourhoods.

Cllr Nick Small, Member for Growth and Economy, said: 

“This is a really exciting report that will see the publication of a transformative draft vision for Pumpfields and Limekilns on the northern edge of Liverpool City Centre, an area that sits within the wider North Docks Mayoral Development Corporation area. 

“We hope that this will help deliver a sustainable, inclusive, residential-led mixed-use new neighbourhood that will see the delivery of over 7,000 new homes with active travel infrastructure, health and leisure facilities and enhanced public realm and green space to support this across six distinctive character areas.”

Strategic Vision for Sustainable Growth

The plan covers a 75-acre area and focuses on reconnecting the district with the wider city centre and waterfront. 

Last year, Liverpool City Council commissioned a specialist placemaking team led by Levitt Bernstein, with Montagu Evans, Arup, and Turner Works to shape this delivery-focused vision. 

The framework prioritises improving the quality and diversity of housing with a focus on affordability, while also supporting new employment spaces to encourage investment in the city’s innovation and creative sectors.

The document reinforces the Council’s commitment to inclusive economic growth while protecting the area’s industrial heritage. 

Key priorities include enhancing the public realm, improving active travel routes, and ensuring all development is environmentally responsible. 

The area also falls within the proposed Mayoral Development Corporation (MDC), a statutory body designed to accelerate development across Liverpool’s North Docks.

Public Consultation and Next Steps for Pumpfields

Following Cabinet approval, the document will enter a formal period of public consultation. 

Residents, businesses, developers, and community partners will be invited by Liverpool City Council to share their feedback to help further refine the plans.

This follows initial engagement sessions that have already provided positive foundations for the comprehensive vision.

Cllr Nick Small added:

“We’ve undertaken public engagement already and have had positive initial feedback, now we want to go out to public consultation so that we can put in place a strong framework to shape future planning decisions and drive forward investment and delivery at pace.” 

Subject to the feedback received during this next phase, the final plan will be brought back to Cabinet later in 2026 for formal adoption.
