Liverpool City Council seeks traders for street trading around Everton stadium

Liverpool City Council is inviting businesses to register their interest in street trading opportunities around Everton’s Hill Dickinson Stadium.
The council is exploring arrangements for traders to operate within a proposed designated street trading area surrounding the waterfront stadium on matchdays and during other events.
Businesses interested in operating from the area are now being asked to submit an Expression of Interest to help the council assess demand and develop a process for allocating any future trading pitches.
The exercise is open to businesses selling a range of goods or services, with prospective traders asked to provide their business and contact details, the type of goods or services they intend to offer and information about any stall, vehicle or trading unit they would use.
Applicants should also provide details of previous street trading experience and any relevant licences, registrations or certifications.
Liverpool City Council has stressed that the current process is an Expression of Interest exercise only and does not amount to an application for street trading consent.
Submitting an Expression of Interest will also not guarantee a trading pitch or future consent to operate.
The council has yet to determine how any available trading locations will be allocated, while the number and location of pitches will also be decided at a later stage.
Any future opportunities will be subject to the relevant legal requirements, council approvals and whatever allocation framework is adopted.
Information gathered during the process will be used to assess the level of demand and help develop what the council says will be a fair and transparent system for allocating future street trading opportunities.
Expressions of Interest must be submitted by 12pm on Friday, September 18, 2026.
Emails should be marked for the attention of the Regulatory Compliance Officer and sent to streettrading@liverpool.gov.uk.
Applications can also be submitted by post to Regulatory Compliance Officer, Licensing and Public Protection, Liverpool City Council, Cunard Building, Water Street, Liverpool, L3 1AH.
All correspondence should be marked ‘Expression of Interest’ followed by the applicant’s name.

“We want to ensure any future street trading opportunities are developed in a fair, transparent and well-managed way, which is why we’re inviting traders to register their interest and help us understand the level of demand.”
