Liverpool Local Plan sets out plans for more than 33,500 new homes by 2043
Liverpool City Council is set to take a major step towards delivering thousands of new homes and creating sustainable communities as Cabinet considers the publication of the city’s proposed new Local Plan.
The Liverpool Local Plan to 2043 provides for a minimum of 33,552 new homes over the next 17 years, with ambitions to exceed the Government-set target and meet the changing needs of current and future residents.
The Plan aims to ensure that new housing developments provide a broad choice of sustainable, inclusive and high-quality homes, including affordable housing.
It will also require new developments to be supported by appropriate infrastructure, including schools, healthcare facilities, transport links and green spaces, helping to create well-connected neighbourhoods where people can live, work and raise families.
Local Plans are statutory documents that every local planning authority is required by the Government to prepare.
They identify where development should take place, the types of development communities will need and the planning policies that will be used to assess future applications.
Once formally adopted, the Liverpool Local Plan will become the primary basis for planning decisions across the city, providing greater certainty for residents, communities, developers and investors.
The proposed Plan identifies sites capable of delivering new homes and prioritises the redevelopment of previously developed brownfield land.
Housing growth will be focused on key regeneration areas, including North Liverpool, the North Docks, Ten Streets, Pumpfields and Limekilns, and Festival Gardens.
By directing development towards these areas, the Council aims to support wider regeneration, bring vacant or underused land back into productive use and protect established communities from inappropriate development.
The Local Plan will guide Liverpool’s growth until 2043, shaping decisions on housing, infrastructure and regeneration while seeking to ensure that new development benefits communities across the city.

“This Plan provides a clear strategy for delivering more than 33,500 new homes by 2043, with a strong focus on brownfield land and areas where regeneration can have the greatest impact.
“It will help ensure Liverpool has the homes it needs for current and future generations, while also delivering the infrastructure, green spaces, transport links and services that create thriving communities.
“Importantly, it gives residents, developers and investors certainty about where growth should happen and helps us secure the right development in the right places.”
